The right CR route.

Describe the product’s materials, function, ratings and intended use, then compare it with the applicable QCVN and regulated product list. Determine which authority is responsible for that category. A product with several functions can require more than one technical assessment, even when only one CR symbol is visible.

• Record the current regulation, scope and relevant transition provisions.

The applicable sector rules determine how conformity is demonstrated and whether a declaration or registration step is required. Do not treat a laboratory report, a conformity certificate and a declaration as interchangeable documents. Create a process map showing which evidence supports each action and which organization is responsible.

• Separate technical assessment from the final market release obligations.

Confirm that the selected conformity assessment body is authorized or recognized for the relevant product and regulation. QUACERT’s official service structure illustrates separate ministry and product scopes. The proposed method should match continuing production or the relevant batch, rather than being chosen simply because it appears administratively convenient.

• Define the models, factory and goods included in the assessment.

The technical file should address the hazards and performance characteristics of the product category. For toys, materials and intended users matter; for electrical products, construction and ratings are central; for building materials, grades and declared properties require attention. Keep sample identification and production information consistent with the requested conformity scope.

• Create a comparison table for sizes, materials and variants.

Apply conformity identification only after the applicable conditions are satisfied. Coordinate the mark with required Vietnamese product information and the approved model or batch details. Avoid artwork suggesting that a management system certificate or an unrelated product certificate authorizes CR marking for all goods supplied by the company.

• Check product, packaging and advertising claims together.

Monitor changes to specifications, materials, factories and the governing technical regulation. Follow the relevant certificate or batch conditions and any surveillance requirements. Keep import quality checks and other sector obligations visible in the release plan so a completed conformity assessment is not mistaken for the end of every required procedure.

• Keep documents traceable to each released model or batch.
