Get the shipment details right.

PVoC is the pre-shipment assessment programme; the CoC is evidence issued for a qualifying consignment within that process. For certain vehicles, a Certificate of Roadworthiness serves a different documented function. Identify the correct output for the goods rather than applying one term to every shipment.

Build the certificate file around the real shipment. Product descriptions should be detailed enough to connect the invoice, packing list and assessment evidence. Resolve differences in trade names, model suffixes or quantities before the document is finalized.

Prepare a simple model-to-report schedule that shows how each item is supported. Where evidence is incomplete, agree the necessary testing or inspection with the authorized contractor. A commercial declaration alone should not be treated as equivalent to an accepted technical assessment.

Check the certificate details immediately, using the appropriate issuer verification process. A typographical correction and a substantive product change are different matters. If the shipment changes, seek instructions from the issuing party instead of editing an issued certificate.

TBS guidance makes clear that a CoC does not prevent rejection if verification finds nonconforming goods at entry. The importer should retain the certificate and the related commercial documents and understand any additional permits or customs requirements for the category.
