01 / THE BIG PICTURE

Understand the requirements.
See the opportunity.

An EAC declaration is a conformity-assessment route prescribed by relevant Eurasian Economic Union technical regulations. The applicant accepts responsibility for the declaration using the evidence required by the applicable scheme. It is a legally significant record, rather than a generic supplier statement.

A declaration is not freely interchangeable with an EAC certificate. The product regulation and selected scheme determine the route, eligible applicant and role of testing. Some declaration schemes involve third-party evidence, so declaration should not be understood as permission to avoid testing or technical review.

Map the product’s intended use, construction and classification to each applicable technical regulation. Identify the specific provision establishing a declaration route and whether additional assessments apply. Record any limits by product type so sales teams do not extend the declared scope to a different item.

  • Separate mandatory regulatory evidence from voluntary customer documents.

Identify the eligible legal entity established in a Member State and the basis on which it acts as manufacturer, seller or authorised person under the applicable rules. Agree access to evidence and manufacturer cooperation before registration. The party named in the declaration needs a reliable way to support its statements.

  • Document the relationship between the applicant and overseas production sites.
CHAPTER 03Select the permitted evidence schemeDetermine whether the route covers serial production or a defined batch and what testing or other assessment is required. Review…

Determine whether the route covers serial production or a defined batch and what testing or other assessment is required. Review the role of the laboratory under that scheme. Existing reports should be evaluated against the required methods and product identity rather than accepted because they contain a familiar logo.

  • Keep a written checklist of required evidence and outstanding gaps.
CHAPTER 04Prepare the technical and supply recordsOrganise descriptions, specifications, reports and other supporting records around the declared models. For batch supply, ensure…

Organise descriptions, specifications, reports and other supporting records around the declared models. For batch supply, ensure the relevant commercial documents and quantities remain identifiable. Use consistent manufacturer and applicant details, and reconcile translations with the original technical information before submission.

  • Maintain a clear link between test samples and marketed goods.
CHAPTER 05Register accurately and verify the recordFollow the applicable registration procedure and check the resulting entry in the official register. Review the product names,…

Follow the applicable registration procedure and check the resulting entry in the official register. Review the product names, regulations, evidence references and supply scope before using the declaration commercially. A registration number should lead to a record that corresponds to the goods being placed on the market.

  • Keep the final registered version accessible to relevant trading partners.
CHAPTER 06Control marking, changes and retentionApply EAC marking only after the applicable conformity conditions are met. Establish retention and change-control procedures…

Apply EAC marking only after the applicable conformity conditions are met. Establish retention and change-control procedures required by the relevant rules. A revised material, factory, model family or supply arrangement may need reassessment; do not assume that the original declaration automatically follows every later design change.

  • Monitor the declaration’s status and any relevant regulatory amendments.

Requirements vary by product, intended use and market. Confirm the applicable standards and current regulatory route before proceeding.

05 / A LITTLE MORE CLARITY

Your questions.
Our starting points.

Practical answers to common questions about EAC Declaration.

01Is an EAC declaration simply self-certification?

It is an applicant’s regulated declaration supported by the evidence required by the relevant technical regulation and scheme.

02Can I choose declaration instead of certification?

Only where the applicable rules permit that route for the product.

03Are laboratory tests always optional?

No. The selected declaration scheme determines required testing and any third-party involvement.

04Does a declaration cover unlimited future shipments?

Its scope depends on the scheme and registered particulars, including whether it covers serial production or a defined batch.
